Audio Learning for Training Providers: A Second Format for Course Material You Already Own

How driving schools, CPD bodies, vocational trainers, corporate L&D and language schools can offer course material as audio — and what the evidence supports.

Your learners already have your material. Most of them are not reading it.

If you run a driving school, a certification body, a vocational training company, a corporate learning function, a tutoring business or a language school, you have already done the expensive part. The syllabus exists. The handbook exists. The revision notes, the policy pack, the case studies — all written, all paid for, all sitting in a portal your learners open less often than you would like.

The question this article answers is narrow: is it worth offering that same material as audio, and what does the evidence actually support? The buyer here is the training business, not the individual learner.


Does audio teach better than reading?

No — and any vendor telling you otherwise is overselling. The most rigorous comparison available is a 2022 meta-analysis in Review of Educational Research (Clinton-Lisell, 2022 — 92(4), 543–582), covering 46 studies and 4,687 participants. Its headline finding: “the overall difference between reading and listening comprehension was not reliably different (g = 0.07, p = .23).” Reading retained a measurable edge for inferential comprehension (g = 0.36) — the deeper kind of understanding where learners connect ideas rather than recall stated facts.

Two further studies are worth knowing before you commit. Rogowsky, Calhoun and Tallal (2016) compared audiobook, e-text and both together across immediate and two-week retention and found no statistically significant differences for any analysis — dual modality added nothing. And Daniel and Woody (2010), in Teaching of Psychology, found students given a podcast “performed more poorly than did students who read the text,” concluding podcasts “might be a useful tool to supplement or enrich course-related material, but they are not as effective as text for delivering primary content.”

That last study contains the commercially important warning. Learners initially preferred the podcast, and their preference reversed only after the quiz. If you evaluate an audio pilot on satisfaction scores alone, it will flatter itself. Measure completion and assessment outcomes too.

The honest summary, echoed by a 2022 scoping review of podcasting in medical education in Academic Medicine (Kelly et al., 2022), is that audio is “noninferior to traditional teaching methods” and valued for “portability, efficiency, and combined educational and entertainment value.” Adjunct, not replacement.


Then why offer audio at all?

Because the constraint your learners face is rarely comprehension. It is access and time.

The UK Employer Skills Survey 2024, covering 22,712 employers, found employer training spend fell to £53.0bn — down 10.2% in real terms since 2022 — while 19.6 million staff were trained and days per trainee slipped from 6.0 to 5.7. Seven in ten employers who trained had funded or arranged online training. The sector is being asked to train more people, with less money, in less time.

Set that against the time learners actually have. Bersin by Deloitte’s widely-cited 2014 estimate put formal learning at around 1% of a working week — roughly 24 minutes — a figure Josh Bersin still uses and Deloitte still publishes. Treat it as an estimate: the underlying 2015 research has never been published methodologically. Meanwhile ONS analysis of commuting put the median one-way commute at 24 minutes for men and 19 for women — pre-pandemic data, so read it with hybrid working in mind.

The asymmetry is the point. Roughly 24 minutes a week for formal study; roughly that much each way, each day, in transit. Audio is the only format that reaches into that second block — on the bus or train, walking, at the gym, in a kitchen. It also makes spaced repetition practical, which matters because distributed practice is one of the few techniques Dunlosky et al. (2013) rated high-utility across the research base.

Driving schools: theory revision away from the wheel

To be unambiguous: nobody should study while driving. Driving-theory audio is for revision away from the vehicle — the passenger seat, the bus, a walk, the kitchen. In the UK a learner must pass the theory test before booking the practical and cannot drive unaccompanied, so the study slot is never behind the wheel.

The shape of the opportunity is unusually clear. DVSA statistics record 2,924,430 car theory tests in Great Britain in 2025–26, of which 1,311,480 passed — a 44.85% pass rate (DVSA table DRT111A). That is over 1.6 million failed attempts a year, served by 42,401 registered approved driving instructors.

The test has two halves, and audio only helps with one of them. The multiple-choice half is 50 questions in 57 minutes, pass mark 43 out of 50, drawn from three books: The Highway Code, Know your traffic signs and Driving — the essential skills. The hazard perception half is 14 video clips scored up to 5 points per developing hazard. Hazard perception is inherently visual, and sign recognition is too — audio does nothing for either. It is the Highway Code rules-and-knowledge layer that converts well.

One genuinely useful legal detail: The Highway Code as published on GOV.UK is Crown copyright under the Open Government Licence v3.0, which permits adapting and commercially exploiting the information with attribution. The DVSA question bank is not published, and the official test kit is a commercial TSO product — so build from the Code and from your own lesson notes, not from anything you are not licensed to use.


Professional bodies and CPD providers

Regulated CPD is the strongest fit, because the obligation recurs on a fixed cycle. The Nursing and Midwifery Council requires 35 hours of CPD every three years, at least 20 of them participatory. ACCA requires 40 units a year — 21 verifiable, 19 non-verifiable, where one unit is one hour of learning.

Here is the honest constraint, and it is a product requirement rather than a footnote. General listening is non-verifiable CPD under ACCA’s own definition — it sits in the 19, not the 21. To make audio count as verifiable, a provider has to add relevance mapping, evidence of completion and applied-learning reflection around it. That is precisely the work a training business is positioned to do and a raw audio file is not.

Vocational training and awarding organisations

The volume here is substantial. Ofqual’s Annual Qualifications Market Report records 254 regulated awarding organisations, 16,503 available qualifications and 11.8 million certificates issued. In the rolling year to March 2026, 5.2 million vocational certificates were issued — and the single largest qualification by certificate volume was an ESOL Speaking and Listening certificate.

Beyond the UK, Eurostat and Cedefop put adult learning participation at 39.5% on the 12-month measure, against EU targets of 47% by 2025 and 60% by 2030. In Spain, vocational training (FP) passed 1.2 million enrolled students in 2025/26.


Corporate L&D and compliance training

Compliance is where audio has the clearest commercial pull, because the metric that hurts is completion rather than comprehension. But there is a legal boundary that vendors routinely get wrong.

Under UK law, the duty to train is real: the Health and Safety at Work etc. Act 1974 requires “information, instruction, training and supervision,” and the Management of Health and Safety at Work Regulations 1999, reg. 13 requires that training “take place during working hours.” So statutory health-and-safety training cannot be pitched as something learners do on their own commute. The workable framing is hands-free delivery inside paid time — on site, between jobs, during a shift changeover.

Two more accuracy notes worth having before a compliance buyer raises them. GDPR does not, in plain text, mandate data-protection training for all staff: Article 39(1)(b) makes staff awareness and training a DPO monitoring task for people involved in processing, and Article 47(2)(n) hard-requires it only within Binding Corporate Rules. Regulators, not the Regulation, make all-staff training the norm. And for Driver CPC, e-learning is capped at 12 hours of the mandatory 35 every five years — audio is supplementary there, never substitutive.


Language schools

The pedagogical hook here is the strongest of any sector, because the framework already describes audio. The CEFR defines Listening as a first-class skill, and its descriptors are written explicitly in terms of recorded and broadcast audio: at B1 a learner “can understand the main point of many radio or TV programmes on current affairs,” and at C2 “any kind of spoken language, whether live or broadcast.” Comprehensible input has been the theoretical backbone of the field since Krashen (1982), though it is fair to note his framework is widely debated in second-language acquisition rather than settled.

One caution specific to this sector: much of the highest-value material in a language school is a licensed coursebook, not owned content. Convert your own syllabus notes, worked examples and teacher-authored material — not a publisher’s book. Do you actually own the material you want to convert?

This question decides more pilots than any feature does, and it splits the sectors cleanly.

Usually yes: corporate policies and internal materials, CPD study notes, vocational scheme-of-work content, tutoring materials, teacher-authored language content, a driving school’s own lesson notes. Often no: publisher coursebooks, the DVSA question bank, third-party licensed libraries, exam-board past papers. The Highway Code is the useful exception, because the Open Government Licence explicitly permits commercial adaptation with attribution.

Settle this before the pilot, not during it.


What Podhoc does — and what it does not

Being specific here is more useful than being flattering, so both lists are real.

What works today. Course documents in PDF, DOCX, DOC and TXT; pasted text; URLs, including YouTube, Wikipedia, TED, Spotify and Internet Archive; material connected through Google Drive or OneDrive. Several sources can be combined into one episode with per-source weighting. Output can be generated in a different language from the source. There are eight audio styles, several of them explicitly pedagogical — Feynman Technique, Didactic, Simplified Explanation and Pedagogical Framework — and there is a documented REST API with integration patterns for developers who want to script generation.

What does not exist, and will not by the time you pilot. There is no white-label: every episode carries a Podhoc brand intro and outro with no opt-out at any plan. There are no team, organisation or multi-seat accounts — ownership is per individual account, with no shared workspace, no role delegation and no enterprise SSO, SAML or SCIM. There is no bulk or batch API endpoint: one podcast per call, source URLs rather than file contents, and progress by polling rather than webhooks. PowerPoint and EPUB are not accepted as direct file inputs. And there are no compliance certifications, data-processing addenda or uptime guarantees to point at.

The one to read twice. Podhoc publishes generated podcasts to its public Discover feed by default. Turning that off before generation is a plan-level setting, and the entry-level plan cannot pre-empt it — it can only switch a podcast to private after the fact. If your course material is proprietary, confirm the visibility setting on the account you intend to use before you put anything through it. Nothing about the default should be read as a confidentiality guarantee.


How to run a pilot that tells you something

Keep it small enough to finish and instrumented enough to judge.

Pick one module your learners already struggle to complete. Convert it, in one language, at a length that fits a real listening slot rather than a syllabus block. Give it to one cohort and hold a comparable cohort on the written material alone. Then measure completion and assessment outcomes, not just satisfaction — because Daniel and Woody’s finding was precisely that learners rate audio highly until they are tested.

If the completion gap is real for your cohort, you will see it in a fortnight. If it is not, you will have spent very little finding out.

Frequently asked questions

Is audio as effective as reading for training?
For comprehension overall, the evidence says roughly equivalent, not better. A 2022 meta-analysis in Review of Educational Research covering 46 studies and 4,687 participants found the difference between reading and listening comprehension was not reliably different (g = 0.07, p = .23). Reading kept a measurable advantage for inferential comprehension (g = 0.36). The case for audio is reach and completion, not superior comprehension.
Can we put our own branding on the audio?
No. Every podcast Podhoc generates is wrapped with a Podhoc brand intro on the first narrator line and a Podhoc brand outro on the last one. There is no white-label option and no way to remove it. If your pilot depends on unbranded audio, Podhoc is not the right tool and we would rather tell you before the pilot than after.
Is the generated audio private to our learners?
Not by default. Podhoc publishes generated podcasts to its public Discover feed unless auto-publish is switched off, and the ability to switch it off before generation is a plan-level setting. Treat every generation as public until you have confirmed that setting on the account you will use. This matters if your course material is proprietary.
What kinds of course material can Podhoc take?
Documents in PDF, DOCX, DOC and TXT, plus pasted text, web URLs, YouTube, Wikipedia, TED, Spotify and Internet Archive links, and files connected through Google Drive or OneDrive. PowerPoint and EPUB are not accepted as direct file inputs, which matters because a lot of training material lives in slide decks.
Does listening to audio count towards CPD or mandatory training hours?
It depends entirely on the regulator, and often the answer is no. Under ACCA rules, general listening is non-verifiable CPD, counting towards the 19 non-verifiable units rather than the 21 verifiable ones, unless you add relevance mapping, applied reflection and evidence. For UK Driver CPC, e-learning is capped at 12 hours of the mandatory 35 and audio revision does not substitute for approved course time. Check your own regulator before making any claim to learners.
Can we generate a whole course catalogue in one API call?
No. The Podhoc API creates one podcast per call, accepts source URLs rather than file contents, and reports progress by polling rather than webhooks. Several URLs can be combined into a single episode, but a catalogue of 200 modules is 200 calls that your own code sequences and rate-limits. API access is tied to the Pro plan.
